Background
Natural resource conflicts between farmers and herders are an increasing challenge in Northern Nigeria, particularly in Adamawa and Taraba States. Competition over land and water resources (Natural resources) has led to rising tensions, destabilizing communities and threatening livelihoods. Recognizing the importance of peacebuilding in these regions, the European Union has partnered with the International Organization for Migration (IOM), Search for Common Ground (Search), and Mercy Corps to Mitigate Conflict Over Natural Resources Between Farmer and Herder Communities in Adamawa and Taraba States (COMITAS II) project.
Search for Common Ground brings its extensive experience in conflict transformation, media engagement, and peace messaging to the consortium. We believe the media can reach millions and play a vital role in addressing social divisions. By telling powerful, relatable stories, we can shift mindsets, challenge perceptions, and encourage peaceful dialogue. Voices of Peace is a short audio format that provides a platform for influential citizens’ voices to promote peace in the communities because of the power they wield which in turn increases citizens’ awareness and inspiration for peace;

Purpose
The purpose of this consultancy is to engage a seasoned media production consultant to harness and develop, produce, and deliver 640 Voices of Peace jingles.
The Voices of Peace is a short audio format that provides a platform for influential citizens who people look up to as role models and command respect in their chosen fields to lend their voices to promote peace in the communities because of the power they wield. It is a clarion call by influential individuals for citizens to embrace peace and shun every negative activity that could create chaos in society. This in turn increases citizens’ awareness and inspiration for peace.
These Jingles/Spots will be broadcast across local radio stations in Adamawa and Taraba States, where communities continue to experience conflict over natural resources. The Voices of Peace Jingles/Spot is designed to promote peaceful conflict resolution methods. Each Jingle or spot will address conflict situations and present solutions, aiming to inspire positive behavioral change(SBC).
The Voices Of Peace Are Expected To Improve
- Knowledge: The audience learns about how different people understand and perceive peace and ways that can help build peace in the communities.
- Attitude – The audience will believe in the power of peace and will have more faith in peaceful means of addressing conflicts and differences. They will be inspired by the work of other peacebuilders.
- Behavior – The audience will inspire others and take action to help promote and realize peace in their communities
- Creating 640 dynamic and engaging radio scripts for Voices of Peace, focusing on farmer-herder context produced in Hausa and Fulfulde languages respectively.
- Carry out field visits to Search’s areas of implementation to capture voices of peace in audio and videos and thereafter clean up the recordings creatively.
- Conduct interviews with 640 influential stakeholders (farmers, herders, community leaders, women, youths) in Adamawa and Taraba States
- Record and edit the contents to suit radio and TV - jingle timeline
- Submit a comprehensive report on the exercise.
- 640 recorded (Visual and Audio) and edited voices of peace suitable for airing on Radio and TV stations across project locations.
- 320 Hausa voices of peace
- 320 Fulfulde voices of peace (either translated or real-life)
- Ensure that each Jingle is a blend of education and entertainment, with characters and situations that reflect the daily realities of communities in Adamawa and Taraba States.
- Jingles must emphasize conflict-sensitive storytelling, highlighting practical solutions for resource-sharing, conflict resolution, and peaceful dialogue.
- Translate the voices of peace jingles into 640 audio-visual segments distributed across two languages 320 Fulfulde and 320 Hausa
- Ensure the video and audio quality of each Voices of Peace segment is professional, clear, and culturally resonant.
- Provide captivating voiceovers, sound effects, and music that enhance the emotional and educational impact of the stories.
- Produce a comprehensive impact report detailing challenges, lessons learned, and recommendations for future peace media interventions.
- 640 Completed Scripts of Voices of peace jingles: Detailed and conflict-sensitive scripts for each Voices of Peace Jingles.
- 640 Produced Voices of peace jingles: High-quality video and audio segments delivered in Hausa and Fulfulde.
- Impact Report: A comprehensive report capturing audience feedback, segment effectiveness, and recommendations for scaling the Voices of Peace series
- Search will provide the consultant with an approved demo and guidelines for the Voices of Peace series. The consultant will then develop scripts, topics, and promo materials in close consultation with project stakeholders, including IOM, Mercy Corps,
- The consultant will ensure the scripts are adapted to the local context and produced in multiple languages (Hausa and Fulfulde), reaching a broad audience.
- The consultant will continuously revise the content based on recommendations from project partners and audience feedback, ensuring that each segment reflects the latest conflict dynamics and peacebuilding opportunities
- University degree or equivalent in Radio Production, Communication, Journalism, Media studies, or related fields.
- At least 10 years’ experience developing and implementing Video and Radio Production.
- Experience engaging and working with audiences from diverse ethnic and religious backgrounds;
- Demonstrated experience working on conflict issues and fragile environments;
- Excellent knowledge of the North East conflict dynamics
- Relevant experience supporting and engaging the media, NGO or INGO
- Familiarity with location (i.e. Adamawa and Taraba) and knowledge of the local languages in the target states will be an added advantage (in this case Hausa and Fulfulde).
- Strong command of English language and the Hausa Language or Fulfulde, with excellent written, oral communication, and interpersonal communication skills;
- A demonstrated commitment to high professional ethical standards; - Ability to prioritize, plan, and organize workflow to tight timeframes, multi-tasking, and flexibility
- Strong leadership skills.

- Extensive experience in producing radio and TV content, particularly on conflict resolution, peacebuilding, or natural resource management topics. - Deep understanding of the conflict dynamics between herders and farmers in Nigeria, especially in Adamawa and Taraba States.
- Must have a multimedia Studio in the location.
- Ability to produce content in multiple local languages (Hausa, Fulfulde) and ensure the messages resonate with diverse cultural groups.
- Strong skills in writing and producing compelling, relatable stories that foster social change.
