Overview
CHAI Benin is seeking a highly motivated and mission-driven individual to work as a Malaria and NTDs Associate Management, Strategy and Finance. The Associate will provide direct support at the highest levels of malaria program policy and management in government. Areas of support consist of working as part of the country team and alongside technical experts to evaluate and improve program impact and managerial capacity; develop or refine the government's national strategic plan for malaria; support the development of a costing model to assess financial resources needed; assist with cost optimization analysis for health strategies; contribute to forecasting of resource needs; and provide any other transversal support as needed.
The Associate will also support the Ministry of Health and partners to improve the management of malaria programs, including assisting with programmatic and financial tracking to ensure on time and high-quality performance, but also assisting with other management issues such as government capacity building and the managerial efficiency of malaria campaigns and primary health care provision. They will work closely and provide effective technical support to the Beninese Ministry of Health (MoH) and especially its National Malaria Control Program (NMCP) and the National Program for Neglected Tropical Diseases (NTD).
The successful candidate will need to possess strong communication and organizational, skills, and be able to work independently to drive implementation. The candidate will report to the Benin Malaria Senior Program Manager and work closely with CHAI global teams, government national programs and key stakeholders to design and implement appropriate strategies and approaches context.
The position will be based in Cotonou.
Responsibilities
Work with national malaria program staff to implement broad management capacity building plans, including trainings for malaria and NTDs government staff at central and subnational levels. Identify technical gaps with the Ministry of Health that occur during the provision of malaria services at the primary health care level and malaria prevention campaigns. Work with fellow CHAI country teammates and the national malaria staff to conduct malaria program reviews; update or write national strategic plans; and optimize the cost of national malaria programs by building Excel-based costing and budget models. Assist Benin malaria & NTDs programs with financial and programmatic tracking, including the identification of key decision-relevant information, the development of dashboards and systems to bring that key information to the decision-making point. Conduct costing and financial analyses and support the development of funding proposals and operational plans. Support Beninese government to meet Global Fund requests and satisfy grant application requirements, including budget development. Serve as liaison between country team, CHAI regional technical teams, Benin partners, and stakeholders with respect to management, strategy, and finance workstreams. Build strong relationships with stakeholders across government, non-governmental organizations, and the private sector in Benin. Engage stakeholders interested in supporting malaria programs. Draft presentations and reports for internal and external stakeholders. Coordinate meetings and facilitate knowledge sharing between government programs and partner organization in the region to ensure coordination. Provide program and budget updates for internal project management, best practice sharing, and donor reporting. Undertake any other tasks as identified, contributing to the overall success of the malaria and NTDs program in Benin. Bachelor's degree in business, commerce, policy, public health, international development, or related field. A minimum of 3 years of working experience with increasing levels of responsibility in management consulting, public health, development, or other relevant fields. Elevated levels of proficiency in Microsoft Excel, Word, and PowerPoint. Fluency in French and English (written and oral). Demonstrated excellent analytical, quantitative, and problem-solving skills. Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations. Exceptional written and oral communication skills. Strong diplomatic, interpersonal skills and ability to build relationships in a challenging multicultural environment.
