Project Context and Scope









Irregular migration, particularly along the Central Mediterranean route from Nigeria- North Africa- Europe, is extremely dangerous. These migrants experience more gross human rights violations and mortalities compared to any other migration route around the globe. The International Organization for Migration (IOM) remains committed to intensifying efforts to protect the high number of migrants rescued at sea, and along the central Mediterranean route, by strengthening collaboration with key stakeholders in transit countries, and working with Government stakeholders, UN Agencies, and civil society in countries of origin, to address the drivers of irregular migration and strengthen direct assistance for vulnerable migrants.

IOM Nigeria focuses on safeguarding the rights and well-being of migrants, victims of trafficking, and crisis-affected populations. Migrants often face heightened health risks due to unsafe travel conditions during migration journeys, limited access to health care in transit or destination areas, poor living conditions (including overcrowded camps or informal settlements), exposure to violence, trauma, and exploitation, which can lead to physical and mental health issues.

As part of the protection activities implemented by IOM, there is a need to support migrants with health needs, as providing health support ensures that their dignity and well-being are respected and upheld

Working under the direct supervision of the Protection Program Manager (MM/AVRR) and in coordination with the transit center manager, the successful candidate will carry out the following responsibilities

Tasks to be performed under this contract

  • First deliverable – Weekly logs of medical screenings, referrals, and assisted movements
  • Second deliverable – Monthly logistics reports that detail stock levels, usage rates, and resupply schedules to ensure uninterrupted service delivery.
  • Third deliverable – In collaboration with Migration Health Physician and the Protection program manager, establish and document a clear referral system for beneficiaries needing further medical intervention. This should include partnerships with local hospitals or specialized clinics, clear criteria for referrals, and a tracking mechanism for follow-ups – deliverable within two months of assumption of post.
  • Fourth deliverable: In coordination with the Migration Health Physician and the Protection program manager, manage the payment processes for partner hospital services—ensuring all payment requests, documentation, and follow-ups are handled accurately and timely

Performance indicators for the evaluation of results

  • Percentage of beneficiary records (including identity checks and biodata) accurately created and securely stored in Mimosa/other organizational database within 24 hours (target: 100%)
  • Percentage of monthly inventory reports submitted on or before the deadline (target: 100%).
  • Percentage of beneficiaries identified for further care that have complete referral documentation (target: 100%).
  • Percentage of payment requests that are processed and submitted to Finance unit within the agreed turnaround time (target: 90%)

Education

  • Diploma in Nursing, with at least three years of relevant work experience; or,
  • Desirable: Bachelor’s degree in nursing from an accredited institution with one-year relevant work experience required

Experience

  • A minimum of two years relevant clinical experience in the humanitarian sector; preferably the United Nations.
  • Registered to practice in Nigeria and with a valid registration license.
  • Experience in administration/management an advantage.
  • Continuous clinical experience in busy public or private hospitals is also an added advantage.
  • Training/experience in Paediatrics, Internal Medicine or Infectious Diseases is an advantage.
  • Experience liaising with federal and state health agencies and NGO partners.
  • Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, Outlook, and SharePoint.
  • Ability to work under pressure with heavy workloads and tight timelines.
  • Willing to accept flexible work schedule.
  • Attention to details and accuracy in handling and reporting data.
  • Strong communication, negotiation, and problem-solving skills.

Skills

  • Ability to work under time constraints and deadlines in challenging settings.
  • Ability to work in multicultural and multi-ethnic environments.
  • Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise

Languages

  • English
  • Hausa will give an advantage

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

  • Domestic travel to support migration health services for IOM beneficiaries may be required subject to approval by the Project Manager (MM/AVRR)
