Job Summary

The Monitoring and Evaluation (M&E) Officer will design, implement, and manage the M&E systems for the organization's programs across its four strategic arms: thought leadership, capacity building, advocacy for good policies and governance, and pilot projects on school transformation. The role involves ensuring that data is systematically collected, analyzed, and reported to inform decision-making, improve program performance, and measure impact. The M&E Officer will work closely with program teams, stakeholders, and partners to ensure accountability, learning, and continuous improvement.

Job Description/Requirements

Responsibilities:
Monitoring and Evaluation System Development:
  • Design and implement comprehensive M&E frameworks, tools, and processes to measure the performance and impact of the organization's strategic arms.
  • Develop indicators and benchmarks for program monitoring and evaluation, aligned with organizational goals.
  • Establish data collection systems and maintain databases to track program progress.

Data Collection, Analysis, and Reporting:
  • Oversee and coordinate field-level data collection to ensure accuracy and quality.
  • Analyze quantitative and qualitative data to evaluate program outcomes and effectiveness.
  • Prepare regular reports, dashboards, and presentations for internal and external stakeholders, including funders and policymakers.
  • Ensure data-driven insights inform programmatic and strategic decision-making.

Capacity Building and Support:
  • Train program teams and partners on M&E tools, methodologies, and best practices.
  • Provide technical support to staff and partners for implementing M&E systems effectively.

Advocacy and Thought Leadership Support:
  • Collaborate with the thought leadership and advocacy teams to produce evidence-based policy briefs and white papers.
  • Contribute to research efforts, evaluations, and impact studies relevant to the organization's focus areas.

Quality Assurance and Compliance:
  • Ensure compliance with donor requirements, organizational standards, and international best practices for M&E.
  • Conduct periodic audits of data systems and processes to maintain reliability and accuracy.

Learning and Adaptation:
  • Identify lessons learned, best practices, and areas for improvement to enhance program effectiveness.
  • Facilitate learning sessions to integrate findings into program design and strategy.

Requirements:
  • Bachelor’s degree in Social Sciences, Education, Statistics, Development Studies, or a related field.
  • Master’s degree or professional certification in Monitoring and Evaluation, Project Management, or a related discipline is an advantage.
  • At least 3–5 years of experience in designing and implementing M&E systems, preferably in education or development programs.
  • Experience working with international donors, government agencies, and/or civil society organizations.
  • Strong knowledge of M&E methodologies, including logical frameworks, Theory of Change, and Results-Based Management.
  • Proficiency in data collection, management, and analysis tools (e.g. SPSS, STATA, Excel, Power BI).
  • Excellent written and verbal communication skills, with experience in report writing and presenting findings.
  • Strong organizational and project management skills, with attention to detail.
  • Ability to work collaboratively in a multicultural, multidisciplinary team.
  • Knowledge of Nigeria’s education sector and familiarity with challenges in education reform is a significant advantage.

Key Deliverables:
  • Regular M&E reports documenting progress against objectives and key performance indicators.
  • Tools and systems for data collection and reporting operationalized and utilized effectively.
  • High-quality, evidence-based policy briefs and research contributions.
  • Clear recommendations for program improvements based on M&E findings.

Note: The position may require occasional travel to field locations to monitor pilot projects and conduct data collection.
