We are looking for a team player with solid communication skills and an upbeat attitude to lead the Monitoring Evaluation and Learning efforts in Project Aisha our community-focused MNCH project in Lagos and Kaduna
Candidates should be capable of a broad range of skills including program evaluation, quality improvement, and provision of training and mentoring for community health workers and data personnel.
Job Summary/Overview of Position
The MEL Specialist under the supervision of the Program Manager will have day-to-day responsibility for the monitoring and evaluation component of Project Aisha and is primarily responsible for supporting the stakeholders of the project including the Primary Healthcare Board, the Lagos and Kaduna States Ministries of Health, and their identified Primary Healthcare and Maternal Newborn Child and Adolescent stakeholders in the monitoring, learning, and evaluation activities of the rollout of the community focused components of Project Aisha interventions in Lagos and Kaduna states.
Duties and Responsibilities
I. Build the capacity and provide continuous mentorship to health facility and LGA staff on using additional tools for the project including the introduction of GANC -HMIS tools, proper data management analysis, and use of data to support decision-making at health facility and district level.
II. Conduct joint monitoring visits with LGA, PHC staff, private sector entities, and other stakeholders and ensure the program is implemented according to objectives, work plans, and expected results.
III. Document best practices and lessons learned and share with program staff to maximize the program's impact; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders.
IV. Responsible for data accuracy. Conduct secondary data analysis of routine program data to identify evidence-based best practices for scale-up.
V. Provide necessary information required to compile quarterly, and annual reports, donor reports, and other reports as at when due.
VI. Work with the health facility teams to document and track quality improvement projects.
VII. Participate in the preparation of work plans, target setting, budgets, M&E plans, and performance frameworks for the program.
VIII. Take the lead in data capture and reporting using monitoring tools to track program indicators as per the performance framework including updating the program results matrix.
IX. Participate in the development of survey protocols for baseline and end-line surveys, research, and evaluation of the program.
X. Train and provide continuous mentorship of Community health workers, Nurses/Midwives on data collection, tracking, and reporting on Project Aisha interventions and related GANC activities including referral tracking.
XI. Monitor Project Aisha interventions at primary health centers, private nurse-led facilities, maternity centers, and community level including at TBA facilities, and ensure accurate and timely reporting.
XII. Conduct outcome harvesting and implement targeted data collection/analysis to inform decision-making around program implementation.
XIII. Conduct quarterly program review meetings with MOH, LGA, health facility staff, TBAs, and community nurse-led facilities.
XIV. Participate in preparing monthly, quarterly, and annual program performance reports.
Support the program implementation team to document, and disseminate lessons learned, and best practices.
Preferred Skills / Prerequisites
· Bachelor’s degree preferably in, Statistics, Demography or Social Sciences or any other relevant discipline.
· Minimum 3 years' experience in implementing monitoring Evaluation and learning activities for RMNCH programs
· Experience in using DHIS2 and digital data collection applications
· Excellent computer skills, and knowledge of Microsoft Office (e.g. Word, Excel)
· Good analytical reporting, communication, and representation skills
· Proficiency in Microsoft Windows, Excel, Word, and PowerPoint
· Excellent organizational skills and
· Excellent oral and written communication skills in English
