Job Description/Requirements

Our client; a NGO with international affiliations committed to reducing maternal and child mortality at the last mile is looking to hire a Monitoring and Evaluation officer in Lagos Nigeria.

Scope of work

The Foundation is seeking a Monitoring and Evaluation (M&E) officer to provide technical support for the implementation of its Maternal and Child Health Supply Chain Strengthening project in Nigeria. The M&E officer will work closely with the Foundation team to develop a results framework and tracker for the project. They will generate data that shows the changing cost scenarios overtime as the project moves from one stage to another, tracking the cost of being able to execute project from Foundation activities, States’ inputs in project with overtime changes and compute any potential savings to help understand how the costs are across the states. The M&E officer will also be responsible for tracking the progress of the project and providing regular reports on its performance.

The following are the specific deliverables expected from the M&E officer:

Develop a result framework and tracker for the project, which will be used to measure the achievement of desired outputs and outcomes.

Generate data that shows the changing cost scenarios as the project moves from one stage to another, to understand the cost differences and potential savings.

Develop a comprehensive M&E framework that aligns with the project's goals and objectives. The framework will include key indicators, data sources, data collection and analysis procedures, and reporting templates.

Develop and implement monitoring tools, such as data collection forms, that will be used to collect data on project implementation and progress towards objectives.

Conduct regular evaluations of the project's implementation and outcomes, using appropriate evaluation methods and tools. This will include baseline, mid-term, and end-line evaluations, as well as any additional evaluations as required.

Analyze and interpret data collected through monitoring and evaluations, and produce reports that provide clear and concise information on project progress, challenges, and achievements. Reports should be submitted to the project team and other stakeholders in a timely manner.

Provide recommendations based on the M&E findings that will inform project implementation and future decision-making. These recommendations should be actionable and address any challenges or issues identified during monitoring and evaluations.

Conduct a formal evaluation of the project's impact on reducing maternal and child mortality, using qualitative and quantitative data collection and analysis methods. This evaluation will be result-oriented, where desired outputs and outcomes will be measured and compared to the baseline data.

Provide a detailed report on the project's impact on strengthening the supply chain systems at the last mile. This report should be based on a combination of monitoring data, project reports, and population-level changes.

Analysis of project data to determine the impact of the project on maternal and child mortality in the key Primary Healthcare Centers (PHCs) where the project was executed, including:

What percentage of reduction can be directly attributed to the activities of the Foundation?

What percentage of this reduction in MNCH gains can be indirectly attributed to the activities of this project?

What percentage of all demands fulfilled were within 24-36 hours?

What percentage of demands fulfilled were predicted and met through the platform?

What percentage of healthcare providers are registered on the innovation platform?

Deliverables

The M&E officer will be expected to deliver the following:

A comprehensive M&E result framework and tracker that outlines output, process, and outcome levels, key indicators, data sources, data collection and analysis procedures, and reporting templates.

Regular monitoring reports that provide clear and concise information on project progress, challenges, and achievements.

Reports should be submitted to the project team and other stakeholders in a timely manner.

A comprehensive evaluation report that measures the project's impact on reducing maternal and child mortality, as well as its contribution to strengthening the supply chain systems at the last mile.

Recommendations for future decision-making based on the M&E findings.

Qualifications

The M&E officer should possess the following qualifications:

Experience in conducting M&E for healthcare supply chain strengthening projects in low- and middle-income countries.

Proven experience in conducting M&E for health-related projects, preferably in the Nigerian context.

Demonstrated expertise in qualitative and quantitative data collection and analysis methods.

Familiarity with supply chain management and logistics.

Excellent report writing skills.

Ability to work independently and meet deadlines.

Ability to communicate effectively
