Job Summary
The Director is responsible for the technical leadership and administrative oversight of the project and serves as the main interface and relationship with the Mastercard foundation. The director will take a leadership role in coordination of project partners and implementation team Program Managers, consultants, and the main aggregator. S/he has responsibility for ensuring quality deliverables are delivered with quality and on deadline to the key stakeholders (annual work plan, annual monitoring evaluation and a learning plan and project technical and financial reports). S/he has overall responsibility for ensuring the results of the project are met on time and on budget. The Director is responsible for making adjustments to strategy and staffing as required over the life of the project to ensure project results are met and establishing management systems for the project team that will ensure performance results as per indicators (output and outcome indicators) are met.

Job Description/Requirements
Responsibilities:
- The Director will provide overall strategic and technical leadership and oversight to the project; ensure technical rigor and efficient and effective delivery of the objectives; and support and coordinate the key personnel
- S/He will develop and nurture working relationships with foundation contacts and leaders
- Collaborate with a broad range of public and private sector counterparts and support the foundation to achieve the goals to strengthen the food value chains for the project through creative, innovative, and effective implementation
- Serve as the team lead for the project and ensure strong communication and coordination with and between all team members to effectively achieve program objectives
- Interact with the foundation contacts and RPMs and operations director as well as RDs on relevant technical issues affecting the project
- Lead timely submission of major technical reports to the foundation and other stakeholders
- Responsible for managing program budgets and risk mitigation
- Foster strong partnerships and collaborations with the government entities involved as well as all relevant stakeholders
- Promote sustainability of project activities with effective networking, linkages to other programs
- Serve as a technical program manager, managing up to 5 rice milling clients
- Work with the senior leadership team to secure additional institutional funding and partnerships
Requirements:
- A master's degree in food science, agriculture, project management, international development, or a related field from an accredited university
- At least 5 - 10 years experience managing and implementing food value chain transformation programs in Africa particularly in the francophone region.
- Any experience in a rice processing company would be an added bonus.
- Familiarity with the Mastercard Foundation or other similar donor program regulations and policies.
- Demonstrated skills in collaboration and relationship management, with an ability to work with government and non-government partners effectively to strengthen systems and promote sustainability.
- Proven experience in recruiting, developing and managing staff to promote gender equality, diversity, social inclusion and a collaborative work culture
- Familiarity with industry practices Monitoring, Evaluation, Research and Learning (MERL) requirements and processes, including Collaborating, Learning, Adapting (CLA) practices;
- Excellent written and oral communication skills in French and English.
Additional Information:
- The duration of the position is 12 months renewable on the basis of the availability of funding and satisfactory performance.
- The position is Senegal based however, considerations will be made for candidates within the region who exhibit strong qualities, with frequent travel to and around West Africa, as well as occasional travel to the US

Partners in Food Solutions (PFS) is accepting applications for the position of Program Director for a newly launched five-year initiative implemented in partnership with the Mastercard Foundation and AfricaRice. The RIZAO Program aims to drive job creation and youth entrepreneurship through the ricevalue chain, in alignment with the Mastercard Foundation’s strategic roadmap for the West African Economic and Monetary Union (WAEMU) region.
The program will be implemented in four countries: Côte d'voire, Senegal, Togo, and Benin. Using a comprehensive ecosystem approach, PFS will deploy tailored industry expertise, technical support, and know-how to strengthen rice milling operations in these four focus countries. The rice sector currently faces several challenges, including outdated processing equipment, inadequate milling methods, inconsistent supply of paddy rice, and insufficient storage infrastructure.
Under the RIZAO program, PFS is leading Pillar 3, which is focused on enhancing rice processing capacity as a pathway to boost employment and enterprise development. PFS brings together more than 800 years of combined industry experience from multinationals like General Mills, Cargill, and Bühler AG, delivering technical assistance to medium-sized food processors across Africa.
