PATH, operating in Nigeria as Organization for Innovation in Public Health (OIPH), anticipates implementing the Rotary Healthy Communities Challenge (RHCC) grant, funded jointly by Rotary International Foundation and The Gates Foundation, a multi-year effort to provide improved community health care, including for malaria and other priority diseases, in Nigeria. In Nigeria, community health care is coordinated through the National Primary Health Care Development Authority (NPHCDA) and supported and resourced through other national agencies, including the National Malaria Elimination Programme (NMEP). The primary community health agents who deliver integrated community case management (ICCM) are the Community Health Influencer, Promoters and Services (CHIPS) agents. PATH, through the RHCC grant, intends to collaborate with NPHCDA, NMEP and state and local government teams to implement an expanded CHIPS programme in targeted areas.

PATH is currently recruiting for a State Coordinator for Kebbi State or potentially one other state (yet to be determined) to provide project coordination and management support in integrated community case management (iCCM) and CHIPS for RHCC project. This position is responsible for providing state level project direction and implementation to attain overall project objectives. PATH is seeking a highly motivated individual with robust iCCM experience, strong management skills, extensive malaria expertise, robust analytical and writing skills, and extensive organizational and communication skills.  



Responsibilities:

  • Collaborate with RHCC Team Lead (Abuja-based) and the project team to develop and implement an approach to RHCC project implementation to meet project goals and objectives in the targeted states, including likely Kebbi State and one other state.
  • Collaborate State-level government officials, both those working in malaria and community health. to implement the planned ICCM/CHIPS trainings in targeted project areas
  • Facilitate knowledge-sharing across and country-based team-members to institutionalize knowledge and ensure consistency of PATH’s technical support mainly in iCCM, but also in the areas of data quality and use and surveillance system strengthening.  
  • Assist the country team to engage partners and technical expertise for case management and iCCM tasks.  
  • Ensure the quality of products and documents produced by RHCC team members, including workplans and standard operating procedures, presentations, project reports and implementation updates, and/or communications with partners. 
  • Support development of annual state work plans and learnings for RHCC investments and assist the country team to manage effective implementation of planned activities, including providing timely and relevant review and feedback throughout implementation.
  • Represent PATH and RHCC at meetings, manage relationships and coordination with national and regional partners.  
  • Represent PATH internally and externally at donor workshops and meetings within the state; and with peer organizations and private sector partners.
  • Identify, initiate, and participate in new opportunities, program design, proposal writing, and other business development efforts.

Required skills and experience:

  • Advanced degree in Public Health, Medicine, or related field. 
  • Eight+ years of progressively responsible leadership roles in the design and/or delivery of public health programs and research with a preference for experience in developing country settings. 
  • Five+ years of in-country experience leading, training and/or implementing Integrated Management of Childhood Illnesses (IMCI), iCCM and/or malaria community case management programs in Nigeria. 
  • Experience training and mentoring with national and state level iCCM or similar community health curricula.
  • Excellent technical skills in malaria interventions, monitoring and evaluation; and the ability to deliver quality, high impact projects to provide value to stakeholders. 
  • Excellent people management skills with commitment to building a shared vision of the future, setting standards, and managing individual and team performance across multiple country sites. 
  • Demonstrated strong technical leadership, facilitation, and mentoring/capacity building skills. 
  • Expertise working with the NPHCDA and the Ministry of Health and other stakeholders, donors, and partners at state level to develop and build consensus on implementation plans and manage them to success. 
  • Experience engaging and supporting USAID implementing partners, and/or other leading international development donors in national projects preferred. 
  • Experience working in coordination with international, regional, and national NGOs. 
  • Excellent interpersonal skills with ability to interact culturally sensitively with diverse internal and external individuals. 
  • Critical thinker, creative problem-solver, and innovator. 
  • Fluency in English. 
  • Ability to travel domestically and internationally an estimated 30% of the time.
