The Safety and Security Manager (SSM) will advise the Country Office on how to manage risks faced by CARE personnel, assets and programs. This will be achieved by providing professional security approaches/advice, developing capacity in respect of safety and security awareness, ensuring adequate communication networks and procedures, preparedness and management, which will strive to create a culture of safety and security among staff and support program implementation.
The Safety and Security Manager will develop, implement and where necessary update and maintain security advisories and Standard Operating Procedures (SOPs) which are in line with the CARE International security protocols. In coordination with the Regional Security Manager (RSM) and the CARE Security Unit (CSU) and under daily supervision of the Country Director (CD), s/he will be responsible to train and support staff to ensure that any relevant risks are mitigated and minimized.
Responsibilities:
Planning and Preparation Develop and manage CO safety and security plans, policies and procedures relevant to the operational context, assess levels of functionality across the CO and identify opportunities to improve functionality related to (but not limited to): incident monitoring and communications, staff movements, security risk assessments, etc.Assist the Senior Leadership Team (SLT) to prepare for major events and critical incidents where security is concerned. Procedures and Protocols Implement and maintain CARE Safety and Security Protocols including Contingency Plans.Network with other security staff and organizations to obtain information which can be analyzed to better understand the security environment and, through this, develop standard operating procedures relevant to the security setting in which programs are being implemented.Work in close cooperation with the RSM on emergencies in oversight of country emergency plans Act in a Critical Incident or Crisis Support the SLT and advise them of possible actions in a time of critical incident or crisis. Immediately advise the CD and the RSM of events affecting or which could potentially affect staff safety or security or cause damage to CARE assets.Coordinate information through the relevant reporting lines during serious security incidents.Provide CSU will updated reports on the security situation in the country office and the steps being taken to mitigate against risk. Manage and build capacity Build capacity through regular training and mentorship of staff and assist and provide guidance to the security officers (SSO), Security Assistants and the security focal points at field levelsProvide guidance to the SSO in responding to safety and security incidents and activate contingency plans.Carry out training including but not limited to the following areas: Risk assessment, Reputation and Acceptance, Communication (Radio and Satellite phones...), Personal & security awareness.Qualifications:
Degree or equivalent qualifications in security management. 3 years’ experience working/living in Medium or High Risk countries others at all levels Strong assessment, evaluation, analysis and strategic planning skills IT literate, MS – Word, Excel and PowerPoint. Experience in developing security related technical tools guidelines and systems Interpersonal communication and proven written / presentation skills.
