Job Summary

The Proposal Officer is responsible for preparing and reviewing technical proposals, tenders, and ITT (Invitation to Tender) documents in the Oil & Gas sector, Engineering Design, or Fabrication/Shipbuilding industries. This role involves managing vendor relationships, overseeing contract management, and ensuring compliance with engineering process management standards. The ideal candidate should possess strong analytical and technical skills to interpret client requirements, review drawings and specifications, and develop competitive bidding strategies. The Proposal Officer will work closely with the Business Development team to drive successful project acquisitions.

Job Description/Requirements

Responsibilities:
  • Must have technical proposal experience in the Oil and Gas Sector, Engineering Design Company or Fabrication/Ship Building Companies.
  • Ability to Prepare and Review ITT and proposal Documents.
  • Sound skills in Engineering Process Management
  • Contract Management.
  • Managing and developing Vendor relationships.
  • Ability to positively impact the company’s business relating to Tenders and Proposals.
  • Familiar with the basic cost estimate for fabrication and logistics will be an added advantage.
  • Ability to interpret the client’s requests including reading the drawings and specifications to be implemented into proposal and bidding strategy.
  • Any other duties that may be assigned by the Business Development Management.


Requirements:

  • Minimum of 1 year of experience in proposal writing and tender preparation in the Oil & Gas sector, Engineering Design, or Fabrication/Shipbuilding companies.
  • Proven experience in preparing and reviewing ITT and proposal documents.
  • Strong knowledge of engineering process management and contract management.
  • Ability to manage and develop vendor relationships effectively.
  • Experience in cost estimation for fabrication and logistics is an added advantage.
  • Strong analytical skills to interpret client requests, including reviewing drawings and specifications.
  • Ability to develop bidding strategies that align with client requirements and company objectives.
  • Excellent organizational and communication skills.
  • Strong attention to detail and ability to meet deadlines under pressure.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management tools.
  • Ability to collaborate effectively with the Business Development team and other stakeholders.
