State Coordinator (Adamawa)

Responsibilities:

Project implementation and management:

• Support in all phases of the project implementation in the state, ensuring timely and effective delivery of all project programs to survivors, including individual accompaniment by caseworkers and appropriate supervision by team leads.
• Ensure the smooth implementation of the project as specified in the framework project agreement, project agreement per phase, and project budget; Ensure the implementation of the survivor-centric approach: co-creation and active participation of survivors at all stages of the project.
• Ensure the transformative agenda of the project is achieved through proper supervision of team leads and caseworkers in project implementation processes.
• Support the steering committee's activities by ensuring their engagement and involvement in the project, facilitate meetings, follow up, and use committee feedback in the best interest of survivors.
• Identify all stakeholders who may be relevant to the project, such as local communities, government ministries/agencies, the United Nations, INGOs, and NGOs, and engage with these via various stakeholder approaches throughout the project.
•  Ensure effective implementation of the project activities with all the stakeholders; survivors, the steering committee, and other implementing partners, and ensure consultation with and involvement of other relevant bodies (e.g. state authorities, local authorities, the UN, experts, civil society organizations) in the state.
• Contribute to external communication about the project, including supporting the collection of relevant materials and representing the project on communication platforms, as may be required.

Implementation of IRM:

• Under the supervision of the GSF Project Officer, manage the implementation of individual and collective IRM identified by survivors, including risk assessment, mitigation, and field team management.
• Oversee the distribution of financial IRM, equipment purchase, and the enrolment of participating survivors in school, as well as other IRMs implemented directly by YIAT, as well as supervise other IRMs implemented by contracted vendors.
• In collaboration with survivors and the steering committee, contribute to supervising the definition and implementation of the collective IRM, including modalities to ensure sustainable and transformative impact, as well as their validation by the steering committee.
• Be responsible for adherence to the implementation timelines for all activities and sub-activities related to the implementation of individual and collective IRM.

Team Management and Coordination:

• With relevant support from GSF, contribute to the establishment, onboarding, and training of the project team (psychological counselors, psychosocial caseworkers, mobilizers, finance and administrative team, and others) to enable them to carry out their tasks effectively within the scope of the project.
• Ensure continuous and thorough follow-up by psychosocial caseworkers and psychological counselors in their respective LGAs throughout the implementation, and create complete records of accomplishments, difficulties, and mitigating measures.
• Supervise the project team based on the specific roles and responsibilities assigned to them at every phase of the project.
• Conduct periodic meetings and debriefs to discuss progress, identify concerns, and make decisions within the state.
• Coordinate team members to communicate and collaborate openly.

Budget, Data, and Asset Management:

• Ensure project finances and assets are used in line with YIAT’s organizational policies.
• Ensure project expenditures occur within the planned time frame and approved budgets.
• Work with the project finance officer(s) to ensure timely financial reporting, responsible record-keeping, and accountability in line with YIAT’s rules.
• Provide necessary support during any project audit.
• Monitor and address or report any risks to management.
• Oversee the collection, safekeeping, and protection of data for the project.
• Safeguard survivors’ data collected during the project by ensuring data confidentiality, password-protecting, and keeping physical documents in lockable cabinets with restricted access.

Reporting, Monitoring and Evaluation:

• Ensure regular monitoring of all project activities; individual accompaniment of survivors by caseworkers, psychosocial support provided by counselors, IRM implementation, and related training.
• Contribute to developing and implementing the project M&E plan.
• Support project assessments, at the mid-term and end-of-project evaluations.
• Prepare project reports (monthly, quarterly, and as when required) in line with GSF guidelines.
• Document lessons learned and best practices for the project.
• Participate in weekly meetings and debriefings with the GSF project officer and as required at each phase of the project.
• Participating in project activities and conducting field visits to monitor project progress within the state.

Requirements:

• A degree in International Relations, Political Science, Sociology or related discipline, or any related equivalent studies.; A Master’s degree is an added advantage.
• At least 5 years of relevant professional experience working in project management or project design in relation to human rights, humanitarian law, conflict-related sexual violence, reparations, and/or transitional justice.
• Very strong experience in project management, team management, and risk mitigation – especially related to sexual and gender-based violence.
• Strong experience working with survivors of conflict-related sexual violence, survivor associations, and/or national civil society organizations.
• Strong knowledge of and experience with the survivor-centric approach, in line with existing good practice and guiding principles.
• Experience in budgeting, data protection, communication, and/or monitoring and evaluation.
• Robust planning and organization skills, strong sense of initiative, ability to identify priorities and adjust plans and actions as necessary.
• Problem-solving and solution-oriented, ability to work independently, and under tight deadlines.
• Transparency and excellent reporting to supervisors.
• Good writing and editing skills in English
• A proficient knowledge of Hausa is relevant, and a good knowledge of Kanuri is an advantage.
• Professional attitude and excellent verbal communication skills.
• Ability to travel and go on regular field visits to various LGAs in Adamawa state.
• Ability to work as part of a team and to bring and maintain a good team spirit.
• Proficiency in computer applications such as MS Word and Excel.
• Excellent tech savvy and modern communication skills.

Location: Adamawa

Remuneration: NGN 490,000 - 520,000

The Youth Initiative Against Terrorism (YIAT) is a youth NGO that aims to weaken the appeal of violent extremism in northern Nigeria through counter-radical peace education, skills training for vulnerable youth, and counseling services to victims of terrorism. YIAT implemented the Interim Reparative Measures (IRM) project of the Global Survivors Fund.

The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide IRM in situations where states or other parties are unable or unwilling to meet their responsibilities.
